The EAA came into force in June 2025. Almost no Spanish website complies with it.

The European Accessibility Act (EU Directive 2019/882) requires WCAG 2.1 level AA accessibility for any e-commerce, banking, telco, transport or digital service.

Penalties range from 20,000€ to 100,000€ for non-compliance. And investigations usually start with a complaint from a user, not from a routine inspection.

Beyond the law: an accessible site reaches more users, ranks better (technical SEO and accessibility share principles) and shows something Google rewards and humans notice.

Auditing costs much less than a fine. And far less than rewriting the site later.

What exactly is the EAA?

Directiva (UE) 2019/882, mandatory since 28 June 2025. In Spain it is transposed by Ley 11/2023, developed by Real Decreto 193/2023. It requires digital services to comply with WCAG 2.1 level AA.

Does my site have to comply?

If you sell products or services online (e-commerce, banking, transport, telco, paid education, bookings...), yes. Public sector sites have been required since 2018. If in doubt, consult your legal advisor; I cover the technical side.

What are the penalties?

From €20,000 to €100,000 depending on severity and recurrence. The reputational damage that comes with the fine usually hurts more than the fine itself.

What is WCAG 2.1 AA?

The W3C's Web Content Accessibility Guidelines. Level AA is the one required by law and includes 50 criteria organized into 4 principles: perceivable, operable, understandable and robust. It's not a matter of opinion: it's documented and auditable.

Can I fix the issues myself?

Yes. The report explains what and how. If you prefer I do it, quote separately: semantic HTML, ARIA, contrast, forms, keyboard. It's technical work that fits with what I've been doing for years.
